What an FMCSA safety rating means
A safety rating is the outcome of an FMCSA compliance review. It is not a customer score, not a star rating, and for most carriers it does not exist because no review has produced one.
The three codes
Under 49 CFR Part 385, FMCSA assigns one of three ratings after a compliance review or investigation. Satisfactory (census code S) means FMCSA found adequate safety management controls in place. Conditional (C) means controls were found inadequate in a way that could result in the kinds of violations the rule lists, but the carrier may continue operating. Unsatisfactory (U) means controls were found inadequate to the point that the rule’s prohibition on operating applies once the notice period in 49 CFR 385.13 has run.
The census file records the code, the date the rating took effect, and the date of the review that produced it. IMMERVEIL shows all three beside the code and beside the date the census file itself was last updated, because those four dates are routinely confused with one another.
Why most movers have no rating
A rating only exists if FMCSA has conducted a review that results in one. FMCSA does not review every registered carrier, so the most common value in the census file is no rating at all. That is the absence of a review, not a hidden failing grade — and not a passing one either.
For the same reason, a Satisfactory rating dated years ago says what FMCSA found on that date. It is not renewed annually and it is not an IMMERVEIL endorsement.
What a rating is not
It is not the same thing as FMCSA’s Safety Measurement System percentiles, which are derived from roadside inspections and crashes and are a different program. It is not a measure of customer service, claims handling, or pricing. And it is not a trust, scam, or safety score — IMMERVEIL computes none of those.
If the rating on a record matters to your decision, open the FMCSA record itself and read the current status. Ratings can change after a follow-up review; the census file reflects the file as of its last update, which IMMERVEIL prints on every record.
